1.2. Power and duties of its officers and employees

1.2.(i) Powers and duties of officers (administrative, financial and judicial)

In each CSIR Laboratory/ Institute including CSIR-CRRI, there shall be a Director who shall supervise and exercise administrative control on the staff of the Laboratory/ Institute and shall be responsible for:-

• Realising the mission of the CSIR Laboratory/ Institute.
• Creating an environment in the CSIR Laboratory/ Institute conductive to nurturing of innovation and high class R&D and the other S&T activities of the Laboratory/ Institute.
• Managing the affairs of the CSIR Laboratory/ Institute as per the decisions of the Management Council.

Director shall in all matters have powers delegated to him by the Governing Body.

The Director of each CSIR Laboratory/ Institute shall be assisted by a Controller of Administration, Sr. Controller/ Controller of Finance & Accounts and Controller of Stores & Purchase / Stores & Purchase Officer who shall advise the Director on all administrative and financial matters and be responsible for providing support services to all the Scientific Staff and bench level Scientists.

1.2.(ii) Power and duties of other employees

The main duties of CRRI scientists are to carry out R&D on various facets of Highway Engineering and to help the profession by providing the technical services to the client. The Administration, Accounts and Purchase sections deal with administrative matters and give advice and support to R&D Divisions & Director of Institute in this regard.

1.2.(iii)  Rules/ orders under which powers and duty are derived

Power and duties are derived from the “Memorandum of Association Rules and Regulations and Bye Laws ” of the Council of Scientific & Industrial Research.

1.2.(iv) Rules/ orders under which powers and duty are exercised

Power and duties are exercised from the “Memorandum of Association Rules and Regulations and Bye Laws ” of the Council of Scientific & Industrial Research.

1.2.(v) Work Allocation

Work allocation for Director/ COA/ AO/ SrCoFA/ F&AO/ CoSP/SPO has been defined under “Memorandum of Association Rules and Regulations and Bye Laws ” of the Council of Scientific & Industrial Research.
